A paragraph is defined as a group of sentences that develops one main idea; in other words, a paragraph develops a topic sentence. 

A Topic is the subject of the paragraph; it is what the paragraph is about. Read the following paragraph, which is a part of the main topic, “The habit of smoking cigarettes” and develops one topic, i.e., smoking cigarettes is an expensive habit.

“Smoking cigarettes can be an expensive habit. Considering that the average price per pack of cigarettes is about twelve rupees, people who smoke two packs of cigarettes a day spend Rs.24.00 per day on their habit. At the end of the year, these smokers have spent at least Rs.8760.00. But the price of the cigarettes is not the only expense cigarette smokers incur. Since cigarette smoke has an offensive odor that permeates clothing, stuffed furniture, and carpet, Smokers often find that these items must be cleaned more frequently than those belonging to non-smokers. Although it is difficult to estimate the cost of this additional expense, one can see that this hidden expense does contribute to making smoking an expensive habit."

Pre-writing: Planning

When one is assigned topics to write about, one will often be too general to be developed adequately in one paragraph. Therefore there is a need to restrict topic; that is, one needs to narrow down his topic to a more specific one. For example, one is asked to write about one’s favorite place and one chooses a city such as Lahore. Although one could easily write several sentences naming all the things one like about Lahore, it would be more interesting for one’s reader if one narrow down the topic.

The Topic Sentence

The topic of a paragraph is usually introduced in a sentence; this sentence is called the topic sentence. However, the topic sentence can do more than introducing the subject of the paragraph. A good topic sentence also serves to state an idea or an attitude about the topic. This idea or attitude about the topic is called the controlling idea; it controls what the sentences in the paragraph will discuss. All sentences in the paragraph should relate to and develop the controlling idea. To illustrate, look at the following topic sentence to identify the topic and the controlling idea:

Smoking cigarettes can be an expensive habit.

In this sentence, the topic is the habit of smoking cigarettes; the controlling idea is that smoking can be expensive. A paragraph that develops this topic sentence should demonstrate that smoking cigarettes can indeed be an expensive habit. Reread the paragraph given above on smoking cigarettes and see if it develops the idea of expensive.

Of course, there are many other controlling ideas one could have about the topic of smoking cigarettes. Indeed, one of the most popular is that smoking is hazardous to health.

Improving the Topic sentence

As indicated, a topic sentence introduces the topic and the controlling idea about the topic. However, it is not enough merely to have a topic and a controlling idea. The controlling idea should be clear and focused on a particular aspect. For example, consider the following topic sentence:

Drinking coffee is bad.

This sentence has a topic-drinking coffee- and a controlling idea-bad- but they are vague. In what way is coffee bad? For whom or what is bad? Is drinking a little coffee is bad or a lot of coffee bad? As one see, this topic sentence opens a lot of questions that probably can not be answered effectively in one paragraph. The sentence needs more focus, and that focus can come from the controlling idea:

Drinking over four cups of coffee a day can be harmful.'

In this version, the topic sentence itself is narrowed down some more and the controlling idea is more precise.

Formulating the Topic sentence

Once one have selected a manageable topic, one need to examine the topic more closely to determine ones feelings or attitude about it.

To decide on the controlling idea and what one want to say about a topic, begin by using one or more of the pre-writing techniques for generating ideas one learned in the first article, "how to generate ideas." For example, one is asked to write about a place in one’s country and one narrows that broad topic down to a certain resort. The following is one example of a brainstorm on the topic.

Of course, the list could be expanded. Once one has brainstormed one’s ideas, look through the list for something striking. For example, one might realize that the resort has provided economic benefits to the local area. Or one might find that one wants to write about the beauty of the resort area. 

Now formulate a topic sentence from one’s ideas and support the topic sentence with the supporting statements.

Unity

Each sentence within a paragraph should relate to the topic and develop the controlling idea. If any sentence does not relate to or develop that area, it is irrelevant and should be omitted from the paragraph. Consider the topic sentence discussed earlier in this article.

Smoking cigarettes can be an expensive habit.

If a sentence in this paragraph had discussed how annoying it is to watch someone blow smoke rings, that sentence would have been out of place, since it does not discuss the expense of smoking. A paragraph that has sentences that do not relate to or discuss the controlling idea lacks unity.

Coherence

We have seen that a paragraph must have a topic sentence and a controlling idea, support and unity. Another element that a paragraph needs is coherence. A coherent paragraph contains sentences which are logically arranged and that flow smoothly.

Logical arrangements refer to the order of one’s sentences and ideas. There are various ways to order one’s sentences, depending on one’s purpose. For example, if one want to describe what happens in a movie-that is, the plot- one’s sentences would follow the sequence of the action in the movie, from beginning to the end.

A paragraph can be incoherent even when the principle for ordering the ideas is logical. Sometimes, as we are writing we remember something that we wanted to say earlier and include it as we write. Unfortunately this sentence ends up out of place.

Smooth flow refers to how well one idea or sentence leads into another. Smooth flow can be achieved through sentence combining and through the use of certain expressions, called transitions that provide the link between ideas. Some transitional expressions are: for example, to begin with, in contrast, however and also; there are many others too.
If the sentences are not logically arranged or if they do not connect with each other smoothly, the paragraph is incoherent.

With the world's population rising and climate change bringing more erratic rainfall, including severe droughts, competition for scarcer water is growing, they said, with serious consequences.

"If there is no water, people will start to move. If there is no water, politicians are going to try and get their hands on it and they might start to fight over it," warned Kitty van der Heijden, head of international cooperation at the Netherlands' foreign ministry.

"It's threats like these that keep me up at night," the diplomat told a webinar hosted by the World Resources Institute (WRI), a U.S.-based research group.

According to the WRI, 17 countries face "extremely high" levels of water stress, while more than two billion people live in countries experiencing "high" water stress.

In terms of water availability, "at some point we are going to hit the wall, and that wall might be different in different places", Heijden said.

Climate change is compounding the challenge, she said, with cities such as India's Chennai and South Africa's Cape Town battling severe water shortages in recent years related in part to erratic rainfall.

Disputes over water have for millenia served as a flashpoint, driving political instability and conflict, the water experts said.

And "the risks of water-related disputes are growing .. in part because of growing scarcity over water", said Peter Gleick, co-founder of the California-based Pacific Institute, which jointly published the report with WRI and The Water, Peace and Security Partnership.

But as water scarcity grows, water systems are also increasingly becoming targets in other types of conflicts, said Gleick, whose institute has compiled a chronology of water conflicts that dates back 5,000 years.

In Yemen, years of fighting has destroyed water infrastructure, leaving millions without safe water to drink or grow crops. Wells and other water facilities also have been targets in Somalia, Iraq, Syria and other countries, he said.

Smarter irrigation

Recurring droughts in parts of Central America and the African Sahel in recent years have triggered migration as subsistence farmers, whose harvests have been decimated by low rainfall, seek refuge and jobs in other countries.

One key to tackling water scarcity is boosting investment in more sparing use of water in agriculture, an industry that absorbs more than two-thirds of the water used by people each year, the experts said.

Farmers in some drought-hit areas are switching to more efficient sprinkler or drip irrigation, and are using remote monitoring tools to make sure they apply just the right amount of moisture at the right time and in the right place, they said.

Conserving forests, wetlands and watersheds, including those around cities, can help absorb rainfall, helping stem crop losses from flooding and drought.

"Where possible such green infrastructure should be used with or instead of traditional physical infrastructure like dams, levies (or) reservoirs," said Charles Iceland, head of global and national water initiatives at WRI.

That's both because it can cost less and because it encourages preservation of ecosystems, he said.

As water becomes more precious, communities living in water-scarce hot spots must be included in making decisions about its use and management, the experts said.

"Only in that way can we make real progress," said Heijden, noting that women and youth need to have a strong voice in those decisions.

She said a range of options were available to deal with worsening water scarcity, but getting them into practice could be a challenge.

"We know the many solutions that are there, but to actually implement them we still face many barriers, be they technical, financial or in terms of political will," she said.

What is CSS?

CSS stands for Central Superior Service (CSS). CSS is a permanent bureaucratic elite authority and a civil service which is responsible for the administration of civil bureaucratic operations and government secretaries and cabinet offices in Pakistan. The Prime Minister (PM) of Pakistan is the ultimate authority on all matters relating to the civil service. This exam is conducted by the Federal Public Service Commission (FPSC) for the posts of BS-17.

When the CSS test is conducted?

Usually, this test is conducted in February every year. The announcement of the date of the test is done through advertisements.

• Police Service of Pakistan

Eligibility Criteria:

The eligibility criteria for this test is briefly described below:

Nationality:

The candidate must be a citizen of Pakistan or a permanent resident of the state of Jammu and Kashmir.

Qualification:

• The candidate must have a Bachelor’s degree with at least 2nddivision from a university that is recognized by HEC.
• A candidate with 3rd division in the Bachelor’s degree can apply for the exam if he/she has secured a higher division in the Master’s degree.

 Age:

• The age of the candidate should be 21 to 30 years.
• For the government employees or the candidate belonging to the recognized tribes are relaxed for 2 years more that means such candidates can be of 32 years of age.

How much time does it takes to prepare for CSS? This is probably the most asked question by aspirants and the common answer is anywhere from 8-12 months with 10+ hours of daily study. My experience suggests otherwise

I prepared for 2011 exams in less than a month (with average 6 hours/day study), and I feel that anyone can prepare and pass CSS with preparation of 2 months maximum. Any time more than 2 months is a sheer wastage of time and resources. 

Before going with how to prepare for CSS is 2 months or less, let me disclose here that I havn't yet passed the exams, so skepticism on your part won't be unwarranted but as the same time also let me tell you that my result should not matter with this strategy because every person has a unique mind with varying degrees of knowledge and experience. If I pass the exam, it wouldn't mean that this strategy would work for everyone and if I fail, this wouldn't mean that this strategy does not works.

Also in short, the theme behind this whole 'Within 2 months prep' is the notion that "You can do it", and that you just have to have belief in yourself. DO NOT listen to anyone who says you can't prepare for CSS in X time period or that XYZ who was a topper failed after preparing for a year. Your attitude should be that you are sharpest and most intelligent amongst all and that everyone else will never be able to match you. Off-course it goes without saying that there is a very fine line between overconfidence and confidence. The second backbone of this strategy is smart work instead of hard work. Now that we are done with the basics lets get to the fine details

Assumptions

1)You have good command over written and spoken English. You did your O and A levels and scored a minimum of B in O levels English. You have or currently do read English books such as novels/magazines etc

2)You are generally a sharp/intelligent student (Do note that I am not talking about hard-work). You have a decent memory

3)You are confident and can speak on any occasion with anyone. You also have regularly debated on current issues with your friends or family

Preparation

English Essay

The most vital part here is Outline preparation. Once you have developed a strong outline, lets say with around 20 points, it shouldn't be hard for you to write 3000 words on it. Write and develop a few outlines on hot topics (Pakistan's economic issues, women, islam as a religion, global warming, politics/democracy) and ensure you prepare only a maximum of 5 outlines. With each outline, prepare appropriate quotes and events. There is no need to write an essay however if you are not confident about your speed, you may practice 1/2 essays. All this shouldn't take more than 2 days. Internet should be your best friend

English Precis & Composition

This is probably the easiest paper. Just prepare antonyms, synonyms, proverbs and idioms from any book of your choice. 

You don't need to prepare composition as you have already done it extensively in O levels. Trust me, in CSS its much easier than O levels

As far as precis is concerned, it is quite easy, contrary to what people say. You have to summarize in easy words in 1/3 the word count. Once again consult any book for solved precis of past paperswhich should give you an idea and you are all set to go

For short notes, once again the quotes and events are your gateway to success. You do not need to prepare for this because writing 300 words shouldn't be difficult for you especially when coupled with quotes and events which alone would take up at least 100 words

This paper therefore shouldn't take more than 2 days to prepare too.

EDS

The most scoring subject which you should ace.

All you need to do is read Everyday Science book of Kashmiri. 1 reading shouldn't take more than 2 days. Revise at least 3-4 times whenever you feel like. Also get solved papers of last 10 years and you are all set to go. No need to do anything else

Current Affairs

There is no need for you to read Dawn daily! Yes, no need to read any newspaper! Reading dawn takes atleast 1-2 hours daily and main time consuming activity of all other CSS aspirants. You on the other hand do not need to read it except on weekends. For CA prep, get the following

1)Quarterly Journal (4 editions come in a year)
2)Jahangir World Times magazine (all 12)

Go through these a couple of times and you are all set to go. Off-course, here my earlier assumption also comes into play that you have debated in life previously and therefore have analytical skills. You also have good english etc etc. If needed or if you feel like, you may read Opinion/Encounter of Dawn on a daily basis. 

Thus preparing for CA should take max 1 week

Pakistan Affairs

Ikram Rabbani: Thats it! Read this book only till Zia-ul-Haq era and no more. Prepare your own pointers from the internet on agriculture, manufacturing, education and water crisis in Pakistan. Go through this book a couple of times as it contains everything you need to pass in Pakistan Affairs.

Do get solved past papers and give special attentions to MCQs and topics like Sir Syed, Shah Walli Ullah, Pakistan movement, Ideology of Pakistan etc

Max time 4-5 days

Islamiat

Solve Islamiat in English because you are good at it (earlier assumption). Get the following books

1)Islamiat by Dogar Sons
2)Jahangir Exam Cram series

Go through both these books and repeat if necessary. Also important here is that you look at Friday Feature of Dawn. No need to buy a dawn on Friday though or even look at it each friday for the next 52 weeks. You can search on Google and get articles from any period. Once again, last 10 years solved papers are important.

Give a full week to Islamiat prep as it is a difficult subject and questions are generally contemporary in nature.

Geography

Sarfaraz Bajwa: Thats it! Your paper A should be complete within 3 days max

For paper 2 get latest edition De Blij and read up on population/migration/urbanization. Also get Jahangir Exam cram series and prepare paper 2 from it. When you are done with it, take a look at past papers and search for important figures from the net and note them down.

For both papers, once again last 10 years solved papers are indispensable.

Prep time for both subjects shouldn't take more than 5 days

Journalism

Journalism by Mehdi Hassan and Exam Cram series: Both books should not take more than 2 days max

Forestry

Masood A A Qureshi (Book 1 only): Thats it! 

Indopak History/British History

This wasn't my subject in 2011 papers (Accounting was) so I can't really guide you but Exam Cram series should be your friend and practice diagram drawing (for British History). Hopefully I will write an update for these subjects in a couple of days.

THE END!

Basically, the crux of whole preparation is on hard work and 1/2 books max. If you add up the number of days, it hardly takes around 40 days. You should spend rest of the time revising. It is imperative that you follow this strategy just before exams to ensure maximum possible retention. 

Let me repeat here that this a general strategy which I felt worked for me in 2011 exams. It may not work for everyone, but it may also work wonders for someone with a bit of modification. All I would say is that whatever strategy you follow, do not let anyone else tell you that you can not do it or that it isn't possible.

Also do not rely on academy notes. The underlying notion behind my assumptions, mentioned at the top, was that you can think critically and analyze yourself. Utilize your skills!
